POST : DEPUTY DIRECTOR: LEADERSHIP MONITORING AND
CAPACITY EVALUATIONS: SIX (6) MONTHS CONTRACT

SALARY : All-inclusive remuneration package of R766 584 per annum.

REQUIREMENTS : A recognized three year Bachelor’s degree (NQF Level 7) in
Public Administration/Management/ Human Resource
Management/ Social Science
● A post-graduate qualification
(NQF Level 8/9 or 10) in Public Administration/Management/
Human Resource Management/ Social Science will be an added
advantage
● 8 to 10 years’ experience in Public Administration
and Policy Research
● Experience with data collection
instruments and techniques
●Knowledge of the Republic of
South Africa’s Constitution, Labour Law Legislations, Public
Service Regulatory Frameworks and Public Service Financial
Regulatory Frameworks
● Knowledge and understanding of
HRM and Public Administration prescripts, including those
relevant to the recruitment, selection and qualifications
frameworks
● Proven and strong research capability and
research supervision skills
● Experience with data collection
instruments and techniques
● Proven analytical, report writing
and presentation skills
● Computer skills in Microsoft Office Suite
(Word, Excel, PowerPoint and Outlook)
● Ability to learn, engage
at senior management level and adapt
● Ability to plan and
organize both own work and inputs from different stakeholders
● Ability to work, steer and manage stakeholder engagements
●
Willingness and ability to work under pressure
● Ability to work
individually and in a team
● An understanding of the
Constitutional Values and Principles (CVPs) in Section 195 and
how these CVPs contribute towards effective public service
delivery
● Possess a valid driver’s license (with exception to
people with disabilities) and be willing to travel extensively and
ability to relate well with all levels of stakeholders
DUTIES : Key performance areas: Assess and monitor Leadership and
HRM practices and trends in the Public Service
● Conduct
analysis of various governments documents, including
discussion documents, white papers, legislation and various
government commission reports
● Conduct comprehensive
desktop analysis of recruitment, selection and qualifications
frameworks of the SMS (and MMS) in the Public Service and
assess compliance with prescripts
● Assess the alignment
between the qualifications, experience and competence of SMS
(and MMS) using a sample. Scrutinize information from
departments on the qualifications of SMS (and MMS) members
and match with data received from DPSA and departments
●
Provide professional advice on strategic employment practices
of senior managers in order to promote good HR practices in the
Public Service
● Develop a comprehensive researched and well
written report with sound findings and recommendations to the
Commission.
